On April 8, the Lingang Special Area Digital Culture Global Expansion Launch Ceremony was held at the Lingang Center. Under the guidance of the Lingang Special Area Administration, the Lingang AI Comic-Drama Creation Base hosted its first ecosystem event. Representatives from nearly 30 leading companies and institutions, including China Literature, Bilibili, and East China Normal University, gathered by Dishui Lake to discuss new opportunities for the AI comic-drama industry and write a new chapter for Lingang's digital culture overseas.
During the event, guests visited the AI Comic-Drama Creation Base in the heart of Lingang. Operated by Cloud Surfing (Shanghai) Technology Co., Ltd., the base provides one-stop services covering ecosystem recruitment, policy applications, and industry-chain enablement. The Lingang Special Area Administration said the area is accelerating the development of inclusive computing power, affordable premises, cross-border compliance, and end-to-end international expansion services, with the goal of providing high-quality companies with a low-cost, high-efficiency environment that supports growth.




At the event, Cloud Surfing presented its independently developed brain-inspired analytics engine and Ark product family, which use technology to lower the barriers to creating AI comic dramas, provide market intelligence, and support precise overseas distribution. To attract high-quality companies, the base also introduced a substantial support package: resident companies will receive three years of rent-free premises, property-management fee exemptions, and fully fitted offices with furniture. Additional support includes access to platform orders and industry-education training programs.
During the closed-door discussion, company representatives held a lively exchange on content creation, overseas distribution channels, and copyright compliance. Several companies expressed strong interest in moving into Lingang. The successful event marked a solid step forward in Lingang's effort to seize the opportunity in global digital-content distribution and build a new model for taking Chinese digital culture overseas.
