The global expansion of AI comic dramas, short-form dramas, online literature, and other digital content is rapidly gaining momentum. Today, the Lingang Special Area launched its Digital Culture Global Expansion Base and introduced an enterprise toolkit that provides systematic support across policy, technology, computing power, and other areas. The goal is to create a one-stop port for digital culture companies expanding overseas, enabling them to do so efficiently, compliantly, and at low cost.

Lingang is targeting the core needs of digital-culture companies expanding overseas by building both a digital expressway and a refueling station. Companies can join a group-purchase program for dedicated cross-border data lines and receive a 20% discount. Computing-power support is abundant enough to give companies the freedom to use the tokens they need.

Zhou Ningxin, Principal Staff Member of the Data Division of the Lingang Special Area Administration, said that Lingang now accounts for more than 40% of Shanghai's intelligent AI computing capacity. Companies in Lingang can also receive support under related computing-power policies, with grants of up to RMB 10 million.

Lingang's policy support spans the entire value chain, including the overseas release of original IP, digital-technology upgrades, and cross-border copyright transactions. The area is also creating a strong entrepreneurial environment for the growing number of OPCs - one-person companies and highly capable independent founders - emerging in the digital-culture sector.

Jiao Min, Senior Staff Member of the Data Division of the Lingang Special Area Administration, said the team's AI tools platform allows these super-individual businesses to access services at low cost. To encourage value-chain leaders, the platform will also connect them with more business orders from OPCs.

High-quality services have attracted eight leading digital-culture companies to sign agreements to establish operations in Lingang. Xu Peng, President of Shanghai LinkSure Network Technology Group Co., Ltd., said the company chose Lingang for its global headquarters because of the area's cross-border data-flow capabilities, a resource that companies urgently need. Cao Jie, Senior Vice President of Cloud Surfing (Shanghai) Information Development Co., Ltd., said Cloud Surfing had moved to Lingang as the operating platform for the Lingang AI Entrepreneurship Base. It has already brought more than 30 ecosystem partners into the initiative, over 20 of which are expected ultimately to establish operations in Lingang.

Lingang has reserved 200,000 square meters of high-quality premises for the digital-culture industry and established four functional zones, including the Oriental Pearl Digital Film and Television Production Base, the Dishui Lake AI Innovation Harbor, and the International Data Port. The 2026 International Editors Conference, also launched today, will help Lingang attract outstanding industry talent and complete its digital-culture ecosystem.
