On April 8, the Lingang Special Area Digital Culture Global Expansion Launch Ceremony was held at the Lingang Center. Under the guidance of the Lingang Special Area Administration, Cloud Surfing (Shanghai) Technology Co., Ltd., operator of the Lingang AI Comic-Drama Creation Base, joined Shanghai Tomorrow City Enterprise Development Co., Ltd. in hosting the base's first ecosystem event beside Dishui Lake. Representatives from nearly 30 leading companies and institutions attended, including the Data Division of the Lingang Special Area Administration, the Joint Conference of the National Copyright Trading Center, East China Normal University, China Literature, Bilibili, Xinzhengxin, Kele Guo Culture, White Hole Culture, Guanshi Qianyao, LinkSure, ReelForce, and Baokuan Engine. During the event, participating officials and guests visited the Lingang AI Comic-Drama Creation Base and toured the offices of its first resident companies. They held in-depth discussions on Lingang's positioning, advantages, and policy-support system for AI comic-drama creation and overseas distribution. Located in the heart of the Lingang Special Area and operated by Cloud Surfing, the base provides one-stop services covering ecosystem recruitment, policy applications, business establishment, and value-chain enablement.

Following the tour, a roundtable for key digital-culture companies was held at Dishui Cloud Hall with participation from the Lingang Special Area Administration. A representative of the Administration's Data Division said that Lingang regards AI comic dramas as an important part of the digital economy and is accelerating the development of inclusive computing power, affordable premises, cross-border compliance, and end-to-end overseas expansion services. Working with Cloud Surfing, Lingang will continue improving the digital-culture ecosystem and create a low-cost, high-efficiency, growth-oriented environment for high-quality companies and ambitious OPCs, or one-person companies, so that choosing Lingang can become a transformative step for both individual companies and the industry as a whole.

Associate Professor Wang Hao, Co-founder and CTO of Cloud Surfing, presented the company's AI comic-drama service system. Guided by the mission Great Content Moves the Heart and built on its independently developed brain-inspired analytics engine, Cloud Surfing has created three products - Ark Studio, Ark Radar, and Ark Wave - for accessible content creation, market intelligence, and overseas distribution. Together, they enable the creative ideas of ecosystem partners to reach global audiences at lower cost, greater speed, and higher precision. Cao Jie, Vice President of Cloud Surfing, said on behalf of the base operator that resident companies would receive three years of rent-free premises, property-management fee exemptions, and fully fitted offices with furniture. During the closed-door session, representatives of nearly 30 key companies held a lively exchange on AI comic-drama production, overseas channel development, cross-border data and copyright compliance, and entrepreneurship services for young people from China and abroad. Several companies expressed a strong desire to move into Lingang as soon as possible. Participants said they hoped to build on the first-mover advantage of the Lingang Digital Culture Global Expansion Base, seize the opportunity in global digital-content distribution through efficient value-chain collaboration, and create a new model for taking Chinese digital culture overseas.
